Throughout his career, Harp has held key leadership roles at institutions such as Tarleton State University and Texas A&M University-Commerce, where he served as Dean of the College of Agricultural Sciences and Natural Resources. 他的领导推动了入学人数的增长，扩大了学术项目，并为学生获得了重要的博彩论坛和资源。
Harp holds a doctoral degree in agricultural education and higher education administration and a master’s degree in animal science from New Mexico State University, along with a bachelor’s degree in animal science from Oklahoma State University.
